Daylight Savings time adjusted by new Energy Policy.

In August of 2005 the United States Congress passed the Energy Policy Act, which changes the dates of both the start and end of Daylight Saving Time (DST).  When this law goes into effect in 2007, DST will start three weeks earlier (2:00 A.M. on the second Sunday in March) and will end one week later (2:00 A.M. on the first Sunday in November) than what had traditionally occurred.

With the new law, DST will start on the second Sunday of March (03/11/07); previously DST started on the first Sunday of April (04/01/07).  DST now will end on the first Sunday of November (11/04/07); previously DST ended on the last Sunday of October (10/28/07).

The DST change will impact all Windows servers and desktops, OS/2 servers, Java Virtual Machines, and Networking devices.  All third party and Microsoft applications depending on system time are affected as well.  The change in DST applies to the U.S. and to Canada; however, the change also affects people and organizations outside North America.  Organizations that have operations, customers, partners, or vendors that are based in North America will be affected.  Additionally, customers and systems that interact or integrate with systems that are based in North America or with systems that rely on date and time calculations will be affected.
